Capacity

It is the result of the punctual measurements made by a gauger duly authorized by the service provider, regarding the amount of solid waste produced and presented by a user individually or jointly to the sanitation service provider.

Utilization

This is the complementary activity of the public sanitation service that includes the collection of usable waste separated at the source by users, selective transportation to the sorting and recovery station or to the recovery plant, as well as its classification and weighing.

Service Delivery Area

Corresponds to the geographic area of the municipality or district duly delimited where the service provider offers and renders the cleaning service. This must be stated in the standard conditions contract.

Sweeping and Cleaning of Roads and Public Areas

It is the activity of the public sanitation service that consists of the set of actions aimed at leaving public areas and roads free of all solid waste, scattered or accumulated, so that these areas are free of papers, leaves, grit and the like and any other object or material that can be removed manually or through the use of mechanical equipment.

Lawn Mowing

It is the activity of the public sanitation service that consists of cutting the grass located in public green areas without access restriction, by means of manual or mechanical equipment, including edging and trimming. It includes the collection and transportation of the material obtained to the sites of priority use or final disposal.

Final Solid Waste Disposal

It is the activity of the public sanitation service, consisting of the disposal of solid waste by means of the sanitary landfill technique.   

Large Generators and Producers

Non-residential subscribers and/or users who generate and present for collection solid waste in a volume equal to or greater than one cubic meter per month. 

Unoccupied Property

These are those properties that, in spite of having the conditions to receive the provision of sanitation services, are uninhabited or in which no commercial, industrial or any other type of activity is carried out. 

Public Area Washing

It is the activity of solid waste removal in public areas, through the use of pressurized water. 

Multi-User Public Sewage Services

They are all those subscribers grouped in real estate units, housing centers, residential complexes, condominiums or similar under the horizontal property regime in force or concentrated in shopping centers or similar, which are characterized because they jointly present their solid waste to the service provider under the terms of this decree or the regulations that modify, replace or add to it and have requested the measurement of their waste so that this measurement is the basis for the billing of the public sanitation service. The service provider will bill each property individually, in accordance with the regulations issued for this purpose. 

Small Generators or Producers

Non-residential subscribers and/or users who generate and present for collection solid waste in volume less than one (1) cubic meter per month. 

Person Providing the Public Sewage Service

It is the company in charge of one or several activities for the provision of the public sanitation service, under the terms of Article 15 of Law 142 of 1994 and others that modify or complement it. 

Integrated Solid Waste Management Plan (PGIRS).

It is the municipal or regional planning instrument that contains an ordered set of objectives, goals, programs, projects, activities and resources defined by one or more territorial entities for the management of solid waste, based on the policy of integrated solid waste management, which will be implemented during a given period, based on an initial diagnosis, its projection into the future and a viable financial plan that will guarantee the continuous improvement of waste management and the provision of sanitation services at the municipal or regional level, evaluated through the measurement of results. The territorial entity is responsible for the formulation, implementation, evaluation, follow-up, control and updating of the PGIRS. 

Tree Pruning

It is the activity of the public sanitation service that consists of cutting branches from trees, located in public areas without access restrictions, using manual or mechanical equipment. It includes the collection and transportation of the material obtained to the classification and utilization or final disposal stations. 

Construction and Demolition Waste

It is any solid waste resulting from construction, repair or demolition activities, civil works or other related, complementary or analogous activities. 

Solid Waste

It is any object, material, substance or mainly solid element resulting from the consumption or use of a good in domestic, industrial, commercial, institutional or service activities, which the generator presents for collection by the public sanitation service provider.

Solid waste from sweeping and cleaning of public areas and roads, lawn mowing and tree pruning is also considered solid waste. Solid waste that does not have hazardous characteristics is divided into usable and non-usable.

Landfill

Basic Sanitation technical solution, resulting from Planning, Design, Operation and Control processes for the adequate final disposal of solid waste.

Public Sewage Service

It is the municipal waste collection service, mainly solid waste. This law shall also apply to the complementary activities of transportation, treatment, use and final disposal of such waste. It also includes, among others, the complementary activities of grass cutting and pruning of trees located on roads and public areas; washing of these areas, transfer, treatment and use.

Non-Residential User

It is the natural or legal person that produces solid waste derived from commercial, industrial and official activities that benefit from the provision of public sanitation services.

Residential User

It is the person who produces solid waste derived from residential activity and benefits from the provision of the public sanitation service. Residential users of the public sanitation service are those located in premises that occupy less than twenty (20) square meters of area, except for those that produce more than one (1) cubic meter per month.
